Are case levels personal and very private matters between a scientologist and thier case officer, or is not?

By policy, one's Case is private and only a person with a higher level and who absolutely needs to may look at one's Pre Clear folder.
In practice, damn near anyone can req a person's folder and look through it--- on any pretext. Auditors tend to gossip about the people they audit, and the most intimate secrets of a pre clear get spread around Orgs.
When a person leaves the organization, the secrets are often used to keep the person from talking about Scientology. That is, it is used as extortion material. This was done with the high-level members who "blew" such as Gerry Armstrong and others.
The short answer is "No," it is not private.
