Where on the Internet may I find a copy of Hubbard's letter to the VA telling them he couldn't stop taking "pinks and whites" and that he needed help / money from the administration?

Hi. You have confused two letter written by Hubbard and combined them. The letter Hubbard wrote to his wife stating that he was "popping pinks and grays" is still filed as evidence with the County of Los Angeles. I do not know where to find this document on the WWW.
The VA begging letter I already posted in my FAQ.
As for additional data:
When Hubbard was in Las Palmas during 1967 he wrote a letter to his wife. In it Hubbard tells his wife: "I'm drinking lots of rum and popping pinks and greys." See the decision by Judge Paul G. Breckenridge, Jr. in Scientology v. Armstrong, Los Angeles Superior Court, Case No. C 420153.
John McMasters said that on the flagship Apollo in the late sixties he witnessed Hubbard's drug supply. "It was the largest drug chest I had ever seen. He had everything!"
It was shown in the Armstrong trial in Los Angeles in 1984 (sited above) that Hubbard even had blank prescription slips from the U.S. Navy, one of which had a prescription for phenobarbital (a barbituate and hypnotic) written in Hubbard's handwriting.
Also, in the Armstrong trial (cited above) where the "Affirmations" [handwritten essays ("diary") by Hubbard] were introduced, a letter by Hubbard to his first wife was revealed, the last sentence of which declared: "I do love you, even if I used to be an opium addict."
"I have personal knowledge that my father regularly used illegal drugs including amphetamines, barbituates and hallucinogens. He regularly used cocaine, peyote, and mescaline." --- Ronald DeWolf a.k.a. L. Ron Hubbard, Jr. Affadavit in Schaick v. Church of Scientology, US District Court Mass., No. 79-2491

I've met with Ron DeWolf (Hubbard's son) and talk with him now and then. He often told me about his father's insanity and drug problem.
