Your spirit (Thetan) is trapped by an electronic snare by alien psychiatrists and taken to the implant station on Venus, or the one on Mars, and subjected to reimplantation of various false data. Remember that Earth is a prison planet, and its function is to keep undesirable Thetans from joining the galactic community. To achieve this, all Thetans upon death on Earth are carried back to the implant stations.
What the implants achieve is to confuse the Thetan into believing that it is a mortal, imperfect, powerless being. This is done by implanting negative emotional and intellectual beliefs into the Thetan--- such as various mental illnesses, spiritual beliefs such as Christianity or Islam, physical malformation that is later expressed phenotypically at gestation, etc. These are all to keep the prisoner enslaved and emprisoned on Earth.
Once the implanting is achieved, the alien psychitrists freeze the Thetan in a cuble of ice and ship it to Earth. They then drop the cube of ice into Earth's oceans, where the cube melts and thus releases the Thetan.
The Thetan then goes looking for a gestating body to attach to. This might be as a Body Thetan if the implanting was very intense, or as a clustered Body Thetan, or as an actual Thetan if the implanting did not take too well.
How does one resist implanting on Venus and Mars? By taking Scientology courses here on Earth. The higher one's Operating Thetan Level, the less effective the implanting after death is successful. When one reaches the highest levels, the Thetan, upon death, may escape the alien psychitrists electronic snares and thus join the galactic community in its fight against psychiatric tyrany.
So the short answer is, "people" (Thetans) reincarnate after they die, but there is a period of time between death and rebirth where the Thetan is implanted with debilitations that only Scientology, in life, can remove.
