I've heard there's a Church policy called "fair game" which is used against its enemies. Is there such a policy under that or another name?

The term "Fair Game" has been terminated--- it is no longer used on internal Church documents due to its bad public relation image. The polocy, however, is still in effect today.

If you are not an enemy of the Church, you have nothing to worry about.
