At the closing of my home there was an escrow account set up for unfinished work. The escrow agreement stated clearly that,”funds will be released only after both parties consent in writing that All work is complete.” The builder half completed the work and stopped communicating with me. After two months I contacted Stewart Title to see what I could do to get the work done. They informed me 90 percent of the funds in the account had been disbursed. I did not get the work completed. The builder stopped communicating with me because Stewart Title disbursed the funds to him and he no longer had any incentive to do anything further. Stewart Title has refused my attempts at trying to complete the work. I am paying a mortgage that includes charges for all the work that was not completed out of the escrow account. Stewart Title’s indiscretion has robbed me. .
